To gain more community involvement in programs, the City of Charleston Aquatics staff is taking a crazy idea and making it work. 

By looking at things from a different perspective, they are giving more opportunities to the black community in Charleston, South Carolina. 

The program they developed is challenging the notion that black kids don't swim...by teaching the community to teach each other.
